1. Certificates and approved documentation

IAPP Certificate valid with the Supplement completed and matching the equipment actually fitted.
IEE Certificate on board with the attained EEDI/EEXI technical file.
EIAPP Certificates and Technical Files for each applicable diesel engine.
SEEMP Part I (ship-specific measures), Part II (data collection plan) and, where applicable, Part III (CII plan).
Confirmation of Compliance for the previous calendar year's fuel oil data reporting.
EGCS approval documentation, monitoring plan and record book where scrubbers are fitted.

Bunker Delivery Notes retained for three years, complete with supplier details and declared sulphur content.
Representative MARPOL samples sealed, labelled and retained for twelve months.
No non-compliant fuel on board without an approved exemption or an FONAR filed.
Fuel Oil Non-Availability Report procedure known and template available.
Fuel oil system compatible with the sulphur limits of the intended trading pattern.
Flashpoint of every bunker delivery at or above 60°C and recorded.

Written changeover procedure on board, with the calculated time to reach the required sulphur level.
Changeover completed before the ECA boundary and logged with date, time and position.
Changeover out of the ECA logged with the same detail.
Tank quantities before and after changeover recorded.
Engineers trained on the thermal ramp rates to avoid fuel pump seizure during changeover.

Each applicable engine holds a valid EIAPP Certificate and the on-board NOx Technical File.
Engine parameters within the approved Technical File; any component changes recorded in the Record Book of Engine Parameters.
Direct measurement or parameter-check method understood by the engineers.
SCR or EGR system operational where fitted, with reductant supply and records.

Ozone-depleting substances record book maintained; no prohibited refrigerants introduced.
Refrigerant leak repairs and top-ups logged with quantities.
Incinerator IMO type approval certificate on board; prohibited substances not burned.
VOC management plan carried where required for tankers.
Placards and operating instructions posted where required.

EEXI attained value verified and technical measures (e.g. engine power limitation) documented and sealed if applicable.
SEEMP Part I measures actually implemented and reviewed, not just printed.
Fuel oil consumption data collected per fuel type and reported for the previous calendar year.
Attained CII calculated for the current year to date, with trend visible before year-end.
Corrective action plan prepared if the rating is trending to D for a third year, or to E.
Voyage and hull performance measures — trim, hull cleaning, propeller polishing — logged with dates.

Not MARPOL itself, but driven by the same data and audited alongside it.

EU MRV and UK MRV monitoring plans current; verified emissions reports submitted.
EU ETS surrender obligation tracked per voyage, with allowance cost allocated to the correct party.
FuelEU Maritime GHG intensity tracked, including any pooling or banking arrangement.
Charter party clauses reviewed so the emissions cost sits with the party in the contract.
