## One-paragraph summary
From 1 January 2026 the EU Emissions Trading System starts charging shipping for methane and
nitrous oxide, not just CO2. An open analysis of verified EU MRV filings finds the cost is extremely
concentrated: 359 LNG-fuelled ships — 2.1% of the EEA-trading fleet — carry 78% of the fleet's
methane cost. At EUR 80 per tonne CO2e the scope extension is about EUR 212 million a year across
16,961 ships, of which roughly EUR 107 million is methane alone. The median LNG-fuelled ship picks
up about EUR 164,000 a year. Nothing about how those ships trade has to change for the bill to
arrive — the emissions are already in the reports their owners filed and verifiers signed.

## Why it holds up
No modelled slip factor, no AIS estimate, no commercial register. Each ship's own verified, filed
CH4 mass is used. The concentration figure (359 ships / 2.1% / 78%) is computed on reported CH4 mass
before any warming factor is applied, so it does not move with the GWP basis or the carbon price.
