What happens when it's wrong?

The system never issues a verdict; it issues a flag with its reasoning visible, and a named human decides. It's wrong in one direction by design: it will sometimes raise an item that turns out not to need action — a few minutes of a superintendent's reading to set aside — but it errs toward raising the question rather than missing it. Silence is the one failure it's built to avoid. Nothing it produces overrides a class requirement, a maker's instruction or an engineer's judgement — where those conflict, they win, and the flag is recorded as overruled. And the system keeps that record itself — every flag, what was decided and by whom — so a wrong call stays visible rather than quietly dropped, and the trail becomes inspection evidence you gain rather than admin your superintendent has to keep.
