When connectivity becomes a compliance topic

The 2022 amendments to the Maritime Labour Convention, 2006 made crew connectivity part of the conversation. While the Convention does not yet mandate free internet, flag states and port state control are increasingly asking how seafarers can communicate with family and access welfare resources. A ship manager who can demonstrate a policy, a budget and a record of access is ahead of the curve.

What auditors look for

• A written policy on crew internet access and usage.
• Evidence that connectivity is provided at reasonable cost or free.
• Records of rest hours not being interrupted by work-related messaging.
• Welfare resources accessible when the vessel has a signal.

The practical challenge

Bandwidth at sea is limited and expensive. The answer is not unlimited streaming; it is a clear, fair policy, reasonable data allowances, and a firewall that separates welfare traffic from operational traffic. Crew need to know the rules, and the office needs to enforce them consistently.

How to document it

• Publish a short crew-connectivity policy.
• Log the allowance or cost structure per vessel.
• Record any connectivity complaints and resolutions.
• Review the policy during internal ISM audits.
