Offshore vessels above 5,000 GT enter the ETS, having entered MRV reporting two years earlier.

FuelEU GHG intensity limit steps to a 6% reduction
Applies from 1 January 2030
The intensity limit tightens from the 2% reduction applying from 2025, so a compliance strategy that banks surplus in the late 2020s materially changes exposure.

On-shore power supply obligation at TEN-T core ports
Applies from 1 January 2030
Container and passenger ships at berth in scope ports must connect to on-shore power or use an accepted zero-emission technology.

EU ETS reaches 100% of verified emissions
Applies from 1 January 2026
The phase-in ends. Allowances must be surrendered for 100% of verified 2026 emissions, against 70% for 2025 and 40% for 2024. Budget and charter-party cost recovery both step up accordingly.

Methane and nitrous oxide enter the EU ETS scope
Applies from 1 January 2026
CO2-equivalent reporting widens beyond CO2 to CH4 and N2O, which materially changes the position of LNG-fuelled ships with methane slip.

Monitoring plan updated for CH4 and N2O, and verifier sign-off on the amended plan before the reporting year.

CII reduction factors tighten on the pre-2030 trajectory
Applies from 1 January 2026
Required annual operational CII becomes progressively stricter each year to 2030, so a rating held in 2025 is not held in 2026 on the same operating profile.

EU Ship Recycling Regulation alignment work continues
Applies from 1 January 2026
EU-flag and EU-calling ships continue to require a valid IHM under the EU regime, which runs alongside rather than inside the Hong Kong Convention.

Valid IHM certificate or statement of compliance, and evidence of periodic IHM updates after conversions or supplies.

First FuelEU Maritime verified report and compliance balance
Applies from 31 January 2026
The 2025 GHG intensity report must be verified, and the resulting compliance balance banked, borrowed or pooled. Penalties fall due where the balance is negative and unpooled.

Verified FuelEU report, FuelEU Document of Compliance, and any pooling agreement registered before the deadline.
