Common questions

What is a FuelEU compliance balance?

It is the gap between the GHG intensity limit for the year and the well-to-wake intensity your ship actually attained, multiplied by the energy used in scope. A positive balance is a surplus you can bank or pool; a negative balance is a deficit that carries a penalty.

How is the penalty calculated?

Regulation (EU) 2023/1805 Annex IV sets the remedial penalty at the deficit in gCO2eq divided by the attained intensity multiplied by 41,000, then multiplied by €2,400. A ship in deficit for consecutive years has the penalty increased by a factor rising with each successive year.

Which energy counts?

100% of energy used on voyages between two EEA ports and at berth in an EEA port, and 50% of energy on voyages that start or end outside the EEA. Shore power drawn at berth counts as energy at zero intensity where the OPS connection qualifies.

Why does biofuel or e-fuel need a certificate?

Low-intensity values for bio and renewable fuels of non-biological origin only apply with a valid proof of sustainability under the Renewable Energy Directive chain of custody. Without the certificate the fuel is counted at its fossil equivalent.

Does this replace a verifier's calculation?

No. This is a planning estimate using FuelEU default well-to-wake intensity values. The legal balance is recorded in your FuelEU database account from verified data, so keep bunker delivery notes, sustainability certificates and the monitoring plan aligned with what you model here.
