Common questions

What does a PSC officer usually check on ballast water?

The approved Ballast Water Management Plan, the International Ballast Water Management Certificate, the Ballast Water Record Book entries against recent voyages, the treatment system's operational status and alarms, and whether the crew can actually operate the system and explain a contingency.

What is the difference between D-1 and D-2?

D-1 is the ballast water exchange standard, based on volumetric exchange at distance from land. D-2 is the discharge performance standard met by an approved treatment system. Ships are on D-2 following the implementation schedule tied to the IOPP renewal survey.

What causes ballast water deficiencies most often?

Record book gaps or entries that contradict the voyage, treatment systems bypassed or inoperative without a contingency entry, expired UV lamps or filters, missing calibration of the sensors, and crew unable to demonstrate operation.

Do US requirements differ from the BWM Convention?

Yes. The USCG requires a type-approved system under its own approval regime, keeps its own reporting and record-keeping expectations, and does not automatically accept an alternate management system beyond its permitted period. Vessels trading to the US should hold both sets of records.
